
Martin Brundle has used "toast and hot butter" to describe the raft of rule changes.
Reacting to the problems which arose across the first three grands prix, the FIA implemented a series of tweaks ahead of the last race in Miami aimed at ensuring more energy is available for drivers across a lap.
Chief among the changes was a reduction in the overall amount of energy able to be harvested from 8MJ down to 7MJ, designed to reduce the need for super-clipping and lift and coast.
Super-clipping itself is now permitted up to 350kw, thus fully charging the battery, having been previously capped at 250kw. Other changes included a new slow-start safety net where the MGU-K kicks in to give drivers a boost off the line to prevent the near-miss between Franco Colapinto and Liam Lawson in Australia.
Offering his take on the regulation changes, Brundle described what the FIA is trying to achieve by using the breakfast classic.
"It is a very complex business, but there are two key goals," Brundle told Sky Sports F1.
"It was always very clear that they would make changes through the season, and first and foremost, it is to use the energy more evenly around the track, that is, the power from the battery and engine that we would know.
"And then also to try and mitigate some of the closing speeds, and if somebody is on the boost button with hundreds more horsepower than the driver in front, with these incredible closing speeds, we saw the accident between Oliver Bearman and Franco Colapinto in Japan, so they are the two key goals.
"I've got an analogy for you, it is like your favourite slice of toast, all hot and ready to be eaten, and you put some butter on it out of the fridge, but the butter won't melt, and it is frustrating.
"You slice up the butter a little bit more, spread it around, and now you've got some delicious toast and hot butter, but it is the same toast and hot butter.
"We've got some other changes to spread [the energy] around a little bit, and I think the drivers will enjoy that when they're on track."
