He is joined on the front row by Nikola Tsolov, with Alex Dunne and Martinius Stenshorne locking out the second row for Rodin Motorsport.
Last year, the Irishman clashed with Victor Martins into the first corner of the feature race in Monte Carlo, triggering a multi-car pile-up.
Drivers' championship leader Gabriele Mini starts from sixth, whilst Kush Maini, who was due to start there, will launch from ninth after his three-place grid penalty from qualifying.
Similarly, Joshua Dürksen will go from P18 after multiple penalties, having originally been tenth quickest in the grid-setting session.
One of the punishments for the Invicta driver was a five-place penalty for not having the correct available tyres to complete the race, and this needing a new set of the softer, option compound.
